Developmental assignment in the Capability Resource Management Division (J83) of U.S. Joint Forces Command's Joint Capability Development Directorate (JCD / J8).
The J8 identifies near-and far-term joint, multinational, and interagency capability gaps and works with other combatant commands, the services, coalition partners, and agencies to fill those shortfalls with integrated capabilities. The JCD, through its role as the Joint C2 Capability Portfolio Manager (JC2 CPM), leads USJFCOM engagement in DoD command & control requirements, resourcing, and acquisition processes, and provides a joint focal point to orchestrate, integrate, and manage designated JC2 portfolio programs.
The J83 Capability Resource Management Division is the primary interface with the Department of Defense’s C2 Acquisition and Planning, Programming, Budgeting and Execution (PPBE) communities. It supports the JCD Director and C2 CPM regarding C2 portfolio resources, investment decision support, analysis and execution oversight in accordance with the PPBE process and strategic direction. It interfaces with the C2 acquisition community as necessary to inform C2 portfolio acquisition and procurement recommendations related to the development, migration and delivery of C2 capabilities.
The primary objective of the developmental assignment is to integrate data from the DoD Resources Data Warehouse with information and data resident in other databases and management tools. The intended products will include integrated summaries which portray (through charts, data, and text) the resources aligned to the C2 portfolio to help better define the C2 portfolio baseline.

As head of the Readiness Branch, G3/5/7, supports Commander, U.S. Marine Corps Forces Command (a 3-star general) by serving as the integrator and advocate for the readiness of Marine Corps operating forces. Tracks and assesses the readiness of all USMC tactical units and deployable capabilities, analyzes factors relating to operating forces readiness, and develops recommended corrective actions and resource priorities. Develops and implements readiness information systems. Reviews and approves high-level readiness assessments to executive leadership. Collects and analyzes unit readiness data, assesses unit combat readiness for over 380 separate organizations. Determines optimal means for resolving or mitigating readiness shortfalls in order to maximize total USMC force readiness. Marine Corps' go-to expert on capabilities-based readiness reporting in the Defense Readiness Reporting System (DRRS) and unit development. Leads conferences and workshops to develop and maintain Mission Essential Task Lists (METLs) and associated readiness standards for all types of conventional USMC units. These METLs and standards capture the capabilities required for core (designed) missions, ongoing operations, and contingency plans.
