I am managing a private organization that advocates "open access, self-archiving" for never-before-published academic papers in Japan.

The organization is running the following web site in order to promote "self archiving".

We are collecting full paper, short paper, extended abstract, position paper, letter, technical report, poster, resume, article, and etc.

One of our goals is to advocate "Open Access" mind. We are introducing ideas such as openID, Creative Commons, Scribd iPaper, and altenative scoring systems (social bookmarks and Hatena Star).

Many Japanese scholars believes that Japanese journals are not yet so well-known that foreign scholars will not refer to those papers in Japanese journals. Naturally schonlars wants to be referred to by other scholars, so they will submit their papers to foreign journals.
