Biography
Kevin is employed by L-3 Communications, the sixth largest defense company in the US, as a Program Manager.
Prior to joining L-3 Kevin held positions in the Office of the Secretary of Defense, the Air Force Secretariat, and at four Air Force installations across the country. He has over 12 years experience working with the National Guard Bureau and States Adjutant Generals and staffs in disaster planning, response and recovery. He has over 15 years of experience working at the tactical, operational and strategic levels in emergency management positions at the state and federal levels.
During his last assignment at the Assistant Secretary of the Air Force for Manpower and Reserve Affairs, Kevin led the Air Force's initiative to elevate the term "Operational Reserve" and authored a white paper about Operational Reserve that was subsequently acculturated with the Joint Staff, other services, and the Commission on National Guard and Reserves. Operational Reserve is now an official term with the release of the DoD Directive 1200.17, October 29, 2008, managing the Reserve Components as an Operational Force.
He held the certification as a Certified Emergency Manager- IAEM from 1995-2005.
Kevin has an extensive background in emergency management, knowledge management, and general corporate management. He retired from the Air Force Reserve at the rank of Colonel with over 29 years of service in October 2006.
His current book project, Catastrophic Volunteer: A National Crises in Mobilizing Volunteers for Catastrophic Disasters and Why America Needs You, is to be published in the summer of 2010.
