I administer an off-campus master’s degree program using distance-learning technologies. The program consists of a Master's of Healthcare Administration (MHA) and a Master's of Public Health (MPH) open to students in North Carolina and from around the country and world. I develop new executive courses, curricula, and programs. I also advise 120+ students. Our program has been rated number one nationally for Physicians by Modern Physician Magazine. US News and World Report ranks the Department of Health Policy and Administration number three overall, which includes Executive Programs.

I have taught courses on the use of computers and computer software (15 times) and on financial management (14 times). I have also co-taught the Capstone course (10 times), a final summary course required of Master’s students. I have also taught a course in ethics; have co-taught program evaluation, statistics, and decision analysis. I have taught mitigation and cost benefit analysis in a four course certificate program in Disaster Management—the Community Preparedness and Disaster Management Program.
I coordinated a cross-disciplinary seminar in ethics for students who were recipients of the Scholars of Tomorrow Award, a graduate student merit award given to graduate students from a wide array of University programs. This is a year long series of seminars devoted to issues in health care.
Currently I deliver workshops to Executive students in Political Savvy and Critical Thinking.

I designed and direct the overall educational and community service efforts in disaster management. The disaster management program currently consists of the Certificate in Community Preparedness and Disaster Management, a 12 credit program taught in distance education format. I recently designed a 60 credit Executive Master of Science in Disaster Management degree in distance education format. The new degree was approved by the UNC Board of Governors in March of 2007. Planning is underway for Bachelor of Science in Disaster Management as 2 +2 distance education program.

Budget Analyst (1977-1979)
My job was to estimate Highway Fund revenues, to determine condition of the Highway Fund, prepared budget for a half-billion dollar state budget, to present budget to the Advisory Budget Commission, to monitor budget execution, to approve budget transfers, and to fill requests for information. I assisted with re-designing Highway Fund Code structure to conform to the office’s automated Budget Preparation System.

I analyzed program budget requests. I completed analyses on such issues as establishing the Veterinary School of Medicine at N.C. State University, the Eastern Farmer’s Market in Asheville, N.C., and a request for more parole officers.

Group Assistant Operations Officer (1972-1973)
I coordinated, scheduled, and assigned missions for eight squadrons and one hundred-sixty aircraft. I also maintained flight status and reached 1,100 accident-free flight hours.
Squadron Flight Officer (1971-1972)
I maintained flight status and flew operational missions. I coordinated and assigned flight missions to twenty-five crews. Our unit received an outstanding rating from the IG on assigned duties as Flight Officer. We also received an outstanding commendation for having the highest standards among 25 squadrons in the wing for our NBC Defense program, a responsibility of mine.
Squadron Pilot (1969-1971)
I volunteered for duty in Viet Nam and served there as a helicopter pilot. Missions included medical evacuation, re-supply, troop lifts, and reconnaissance. I was designated section leader for combat missions with the responsibility of two aircraft, totaling four million dollars, and ten crew members.
Ph.D. , Public Policy , 1992 — 2000
My dissertation was entitled "Comparing the Efficiency and Effectiveness of Substance Abuse Treatment Programs Using a Two-Stage Data Envelopment Analysis." I still retain interest in substance abuse treatment, cost benefit and cost effectiveness analyses.
MPA , Public Administration , 1974 — 1976
The Master of Public Administration instilled in me a strong desire for public service. The connections I made through this program led to my job with the State Budget Office after graduation.
AB , Psychology , 1964 — 1968
I majored in psychology, but I took many courses in philosophy and religion. I had planned to enter Duke Graduate School in Biological Psychology but Viet Nam intervened. I joined the Marine Corps through the PLC combined program and upon graduate was commissioned a 2nd Lt. I eventually became a CH-46 helicopter pilot and spent one tour in Viet Nam. Even though I did not get to Graduate School in Biological Psychology, I still retain a strong interest in brain science.
HS Diploma , 1960 — 1964
I enjoyed my time a Dreher High School and post this listing to make it easier to re-connect with old high school friends. I was active in sports--football and baseball; and participated in many of the High School service and interest clubs, like the Key Club and JETS. The old Dreher was torn down in 2007 and rebuilt on the same spot. Hopefully, the spirit of Dreher will live on in the new bricks and mortar.
