Jesse Souki's practice focuses on land use and environmental law. He has advised both public and private developers of industrial, residential, mixed use and transit projects. His experience includes:
-Preparing and arguing cases, witnesses, pleadings, and motions for quasi-judicial administrative trials before state and local commissions.
-Preparing and arguing cases, pleadings, and motions before state and federal courts.
-Advising clients on the planning act, general and community plan compliance, and other municipal planning issues such as transportation oriented development ("TOD").
-Assisting clients with zoning, development plans, variances, zoning adjustments, special permits, and representing clients before County Planning Commissions and Zoning Boards of Appeal.
-Advising clients on compliance with federal Coastal Zone Management Act and related shoreline development issues and laws; conservation district use permits; issues relating to the “Sunshine” law and the Uniform Information Practices Act.
-Advising clients on compliance issues regarding the state environmental policy act ("SEPA") and the National Environmental Policy Act ("NEPA"); historic preservation laws including Section 106 and 4(f) and native Hawaiian traditional and customary practices.
-Advising clients on impact fees and assisting them in negotiations with government entities.
-Drafting legislation, proposed rules, and regulations.
-Advising clients on water law issues including appurtenant rights, riparian, and correlative uses.
-Advising clients on legal issues related to telecommunications antenna siting.
