Serves as senior Human Resources Specialist responsible for the analysis, design, development, implementation, evaluation and overall management of leveraging and expanding Enterprise Learning Solutions (aka Advanced Distributed Learning (ADL) technology) in support of human resources policy, programs, and operations of DHS.
Duties:
Leads and directs research and analysis of applicable statutes affecting Federal training and development programs. Identifies needs for policy guidance, formulates and develops major facets of the DHS training and development program which take advantage of ADL.
Establishes 1, 2, and 5-year tactical and strategic plans aligned with DHS Learning and Development Strategy, DHS Human Capital Strategic Goals, DHS Secretary Goals, and other Federal statutes.
Serves DHS as primary ADL POC for sharing of best-practices inter- and intra-Agency. Coordinates all major intra-Component ADL initiatives including establishing standards for DHS-wide statutory or recommended training. Charters and empowers forums for discussion and resolution of practical issues in ADL, such as technical or administrative standards, collaborative development, content sharing, interoperable automation, and prototype development and assessment.
Supervises 2 GS-14's and 2 GS-11's and contractor staff of 10 fulfilling all required responsibilities for performance counseling and evaluation.
Prepares out-year budgets and establishes funding priorities for the ADL Program and manages same as COTR. Ensures program execution within allocated budget.

Resource creativity resulted in ADL program growth despite funding shortfalls; focus led to achievement of high-risk management objectives when new initiatives not reasonable. Managed program budget of over $2M and single project in excess of $800K.
Customer-focused, provided technical advice, assistance and guidance to managers regarding leveraging ADL technology in the enhancement of learning and development activities; guided managers in development of training policies, procedures, and regulations, assisted managers in planning and conducting training and human resource development programs.
Highly skilled communicator, delivered "State of CG ADL" to several audiences from intimate SES/Flag-level briefings to conference gatherings of 500+; always noted for providing relevant, information-packed sessions.
