The Council for International Exchange of Scholars (CIES), a division of the Institute of International Education (IIE), is the administrator of the Fulbright Scholar Program. Part of the Fulbright Program, the international scholastic exchange program sponsored by the U.S. Department of State's Bureau of Educational and Cultural Affairs, the Fulbright Scholar Program provides more than 800 opportunities for U.S. faculty and professionals, offers flexible opportunities for technical advisory to institutions outside the United States, and helps Minority-serving institutions, community colleges and small, liberal arts colleges bolster their global presence.

Administrator of the Fulbright Scholar Program on behalf of the U.S. Department of State's Bureau of Educational and Cultural Affairs. CIES is a division of the Institute of International Education, which administrates the Fulbright Student Program and 200 other academic exchanges. It was founded as a non profit organization in 1947 by four prestigious academic associations – the American Council of Learned Societies (ACLS), National Academy of Sciences (NAS), Social Science Research Council (SSRC), and American Council on Education (ACE).
Provided opportunities for 50,000 U.S. faculty and professionals to develop expertise, foster institutional capacity-building and aid progress. It has also helped 50,000 faculty outside of the United States gain opportunities to develop expertise in U.S. higher education. And a cooperating agency in the Fulbright Program, the nation's flagship program for international scholastic exchange, CIES has helped in the development of cultural and academic understanding between the people of the United States and the people in the more than 140 countries in which Fulbright serves.
