As Chief of Adult Services for Magellan of Arizona, Mr. Covington is responsible for providing administrative, financial, programmatic and clinical oversight and support to the adult system of providers. Through a transparent accountability and decision-making model, the adult services team develops and implements a strategic plan that results in person-centered, recovery-oriented, family-centered and culturally-relevant services that generate real-life outcomes.
Previously, he managed the call center, mobile response and disaster outreach for Behavioral Health Link. In collaboration with the Department of Human Resources, BHL introduced the Georgia Crisis & Access Line in 2006. In its brief existence, this program has garnered a significant number of national awards and become known for outstanding service excellence and transparency of outcomes through online reporting dashboards.
Mr. Covington worked closely with key partners across the state. He was instrumental in the development of Georgia CIT (Crisis Intervention Team) and served on its Advisory Board. He also served as Vice-President of the NAMI Georgia Board. And, he led the BHL Advisory Council, which included state representatives, the consumer recovery network, key community and inpatient hospital providers, law enforcement, advocates and researchers.
Mr. Covington serves as the Vice-Chair of the SAMHSA National Suicide Prevention Lifeline Steering Committee. He is a nationally-certified and licensed professional counselor and has an EMBA from Kennesaw State University and a master of science from the University of Memphis.
Prior to 2002, Mr. Covington served as Director of Public Sector Quality Management at APS Healthcare and developed models for data management and business analysis still in use today by Georgia DHR. He continued this expertise at BHL where integrated software solutions, performance management dashboards, balanced scorecard approaches and sophisticated analytics are recognized nationally as industry leading.

Responsible for the adult services system of care for Maricopa County's contract with the Arizona Department of Health Services, which covers the nearly four million residents of greater Phoenix. Responsible for ensuring outstanding quality of clinical care with measurable outcomes. Responsible for services that are community-based, characterized by a focus on recovery and strengths, and delivered with cultural excellence. Responsible for strong partnerships with service recipients, families, provider network organizations, state policymakers, the judiciary and community providers.

In partnership with the Georgia Department of Human Resources, BHL’s Georgia Crisis & Access Line provides a Single Point of Contact for mental health, addiction and crisis services. Since 2007, this groundbreaking program has been honored by CARF, SAMHSA, NAMI, NASMHPD, NCCBH, the Council of State Governments, "State News" magazine, Harvard University's JFK School of Business and Ash Institute of Government and "Clinician's Research Digest." Mr. Covington holds a passive investment as an equity partner.
