Daryl Crouse, BA, CI, CT, has over 15 years of experience at all levels of interpreting as a presenter, sign language interpreter, mentor, administrator, and national committee chair. His interests lie in the development and implementation of creative models for providing interpretation and relay services with a focus on the changing paradigm of delivery models including emergency accessibility. His community interests have included founding and serving on a number of local civil rights charities. As founder and former President of Communication Access Network of America, Inc. and Snap Telecommunications (Snap!VRS), he developed programs, processes and integrated technologies that were used in more than 100 client programs. He served as the chair and today as a member of the Video Interpreting Committee (VIC) for the Registry of the Interpreters for the Deaf, Inc. (RID). He currently serves on the National Emergency Numbering Association (NENA) E911 Working Group and is a member of the E911 Task Force for Video Relay Service. He is also currently attending Concord Law School part-time in pursuit of his law degree.

Provided top level management, legal and policy strategy with the Federal Communications Commission (FCC). Provided long-term planning including mergers and acquisitions to establish new business lines. Directly planned and negotiated the establishment of the video relay service to grow the business line to a potential $60 million a year project. Spearheaded the regulatory modernization of Telecommunications Relay Service (TRS) rules at the FCC. The modernized rules qualified common carriers for reimbursement from the TRS Fund. Identified the personnel and skills needed to effectively operate the business.
