Carlos holds a PhD in Technology, Management and Policy and a M.S. in Technology Policy from MIT, a Master in Public Policy from Harvard University, and a B.Sc. in Engineering from the University of Chile.
His research and consulting work focuses on evolution and innovation in complex socio-technical system, innovation processes, and technology and innovation policy. He has special interest in exploring the factors affecting firms' lack of adoption of innovation processes.
He has advised governments and firms in the United States, Europe, and Latin America, and has experience in the biotech, telecommunications, energy, and mining sectors. His work has been featured in CNN en Espanol, Salon.com, Corriere della Sera, The Economist, and other media.
