As the Fellowship Program Director, I was responsible for recruiting, interviewing, managing and coaching a sizeable class of volunteer Fall Fellows to further solidity OFA’s volunteer structure. I’ve hosted weekly fellowship calls and sent out OFA status updates twice a week. I also worked closely with State Coordinator(s), existing staff, volunteers and local partners weekly to ensure the program was running adequately.
Over 4 months, I helped build strategic issue campaigns around Affordable Care Act (ACA), Comprehensive Immigration Reform, Gun Violence Prevention, and Climate Change. In June of 2013, we successfully passed Comprehensive Immigration Reform in the U.S. Senate and Open Enrollment for ACA got underway. In addition I made approximately 2,300 phone calls, attended and hosted over 30 events, 20 1-on-1s with community leaders, and organized two grassroots fundraisers grossing over $1000.
As the Press Lead for OFA-Virginia, I was responsible for responding to media inquiries and interview requests, pro-actively pitching stories, organizing earned media events in Northern Virginia and DC area, writing press releases and advisories for OFA events, implementing social media strategies, and training local organizations on driving the narrative and getting press at their events.
ACA is a $2 billion plus IT program for the IRS. The team conducted a structural analysis for all information technology resources and associated costs required in completing the development, deployment and maintenance of all systems and applications for the ACA program.
Performed parametric modeling using SEER-IT and SEER-SEM that properly adjusted the estimate to account for inflation and other exogenous variables.

Developed a Microsoft Access database for collecting, organizing, analyzing, and reporting technical requirements and associated function point count for the ACA program. The tool gave cost estimators the ability to easily perform data collection and function point analysis.
The Judiciary is an autonomous organization that wants to consolidate their financial systems and associated processes into one system to be used by all Courts. The team developed a business case that supported the most advantageous system architecture and acquisition strategy for the US Courts’ financial management system.
Provided cost and price analysis that was used as an Independent Government Cost Estimate (IGCE) and budget baseline
Advised US Courts to host JIFMS in a cloud environment and contract the incumbent for both Tier 1 and Tier 2 services
Conducted impact and feasibility studies that investigated the obsolescence risk faced by Courts’ legacy financial system under the constraints of different funding scenarios
Evaluated the costs, operational impacts, and risk of necessary mitigation options and the impacts of recent budget crisis to the delivery of the JIFMS
In light of current fiscal and budget realities, I recommended the Courts to request more funding and pursue an accelerated deployment to mitigate obsolescence and legacy system failures
Provided acquisition support by developing an independent cost estimate for the National Weather Service $5 million merge of weather dissemination systems. Employed function point analysis based on client requirements and utilized parametric modeling as the estimation framework that is consistent with the GAO Cost Estimating and Assessment Guide. The results indicated addition resources were required to deliver on time and the client mitigated risks through recommended staff augmentation.
Conducted a study in the healthcare industry, evaluating a clinical cancer center, focusing in particular on the scheduling, communication and patient service aspects of therapeutic treatments and the complexities of all related demands services that support these treatments. The team’s policy recommendations were implemented and over the course of following months the center experience an increase in patient satisfaction while maintaining profitability and competiveness given the patient and caregivers, staff/faculty, and operational environment.
Developed an independent cost estimate for the National Weather Service Broadcast Message Handler, a software program used to send and receive weather products across the country. Employed function point analysis based on client requirements and utilized PRICE Systems’ TruePlanning parametric cost model, which allowed for rapid estimate development. The analysis indicated the BMH development team lacked several aspects of a mature development organization. This lead to acquisition management training specifically dealing with the implementation of formal software development methodologies and tools, an Independent Verification and Validation framework (IV&V), and project management and oversight paradigm for Iterative and Agile development.
Provided acquisition management support and oversaw the IV&V process for the BMH program. After increased interaction, the BMH development team learned that NOAA did not have an IV&V process that included formal test procedures. Observations showed that during Phase 1 testing, troubleshooting and code fixes were performed when problems were uncovered, forcing a “code/fix as you test’ paradigm with no paper trail. In result, we provided the IV&V team training and support in building out the testing process and the development of test artifacts.
Developed a hybrid software development approach that included 1) incorporating agile planning tools, 2) a metric collection process for portfolio management, and 3) the garner of support from senior executives. The BMH project manager noted that defining and implementing a standard software development methodology across the program will have significant benefits worth pursuing – such as improved technical team processes, rapid detection of development challenges, and flexible workaround planning. Additionally, it provided the flexibility to effectively management BMH and future software development projects.
Performed function point analysis for over 2,100 legacy system requirements for the IRS in result of the implementation of the Affordable Care Act (ACA). Modifications included changes to tax domains such as Submission Processing, Customer Service, Internal Management, Taxpayers Account, and Compliance. The tool gave cost estimators the ability to easily perform data collection and function point analysis.
I worked closely with a small business whose current website was static, outdated, and not user friendly. I clarified requirements, identified a design, developed mockups, and built a WordPress-based content management system with customizations, applying rigorous end-user testing. Within three month of going live, the new website generate multiple leads which brought new clients, follow-on work from existing clients and three new hires. Lastly, I developed a comprehensive community outreach program and performance management plan, which consisted of published articles, white papers, blog posts, social media platform and Google Analytics reporting.
