NZ is negotiating a Free Trade Agreement (FTA) with China. NZ is the first western OECD country to do so. It is estimated to be signed in 2008. This is expected to give NZ companies a brief advantage in the Chinese market of less than 2-3 years.
The ICT Sector team wants to be prepared for this.

Approach
1. Conduct initial desk top research on ICT potential in China
2. Assess what NZ ICT companies are doing in China already
3. Identify one region where 3-5 ICT companies operate currently
4. Research the ICT environment in this Chinese region using NZTE in-market & external resource
5. Identify areas where wider NZ government could assist these pilot companies
6. Approach those short-listed companies and identify their real pain points
7. Agree on assistance strategies with those companies
8. Fine-tune offerings
9. If pilot successful, roll out to other NZ ICT companies operating in China
10. Review the success of the assistance with the companies on quarterly basis
