Earlier in his career as a Senior Legislative Assistant for Defense, International Business, and Foreign Affairs to Senator Arlen Specter, Brooks drafted legislation and policy papers and represented the Senator at constituent meetings. Chuck has an M.A. in International Relations from the University of Chicago, a B.A. in Political Science from DePauw University, and attended The Hague Academy of International Law in the Netherlands. He maintains a Top Secret security clearance.
