Charles W. Bailey, Jr. has over 30 years of information and instructional technology experience, including 24 years of managerial experience in academic libraries. He been a digital Internet publisher since 1989, when he established and began to edit one of the first open access journals on the Internet, The Public-Access Computer Systems Review. He is the author of the Open Access Bibliography: Liberating Scholarly Literature with E-Prints and Open Access Journals and the Scholarly Electronic Publishing Bibliography. He is co-editor of Institutional Repositories, SPEC Kit 292. He has published papers in Collection Management, Information Technology and Libraries, The Journal of Electronic Publishing, ONLINE, Reference Services Review, Serials Review, and other journals. He has also published nine book chapters. He holds master's degrees in information and library science and instructional media and technology.
