The COTF is designated as NASA's premier research and development facility for applied research in the uses of advanced computer and telecommunications technologies in education. Responsibilities include providing the vision for the program, as well as overall program development, financial planning and project management. In addition to directing a combined annual COTF operations budget of just under $3 million, the position included overseeing the operation of a new 48,000 sq. ft. facility that includes a world-class integrated computer/video local area network running over an ATM fiber optic backbone network. Program development included increasing the staff from five in 1992 to the 50 in 1997. This staff created new multimedia products, provided teacher education and training, provided Internet access to NASA resources, conducted research on effective ways to learn and teach, and shared their knowledge gained on uses of technology in education. The position reported directly to the President of the university. The incumbent served on the President's Executive Council with senior university administrators.

Responsible for the administration of funded programs obtained through the Center for Educational Technologies. The total operations budget for sponsored programs funded during 1997 exceeded $4.2M. This position ran concurrently with the NASA Classroom of the Future Executive Director’s position.
