Carlos Rymer focuses his work on climate change policy and renewable energy development in the United States and Latin America and the Caribbean. Rymer is currently a lead member of working groups focusing on climate change policy, renewable energy development, and community and social development in Latin America and the Carribbean. He earned his B.S. in Science of Natural and Environmental Systems from Cornell University with a concentration in Sustainable Development and an M.P.A. in Environmental Science and Policy from Columbia University.
In previous years, Rymer has led campus sustainability and climate change efforts in helping make Cornell University a leader in sustainability. Rymer has also led efforts to advance climate change policy and renewable energy development in New Jersey and the Dominican Republic. In 2007, Rymer co-led a campaign called the New Jersey Climate March that resulted in the passage of the Global Warming Response Act, ground-breaking legislation that binds New Jersey to reducing its greenhouse gas emissions 80% below 2006 levels by 2050. Rymer’s key areas of expertise within sustainable development are policy, renewable energy, new economics, and sustainable business. He has written numerous papers and reports in these areas, all of which are available on this site and at the following link:

• Researched and assessed new case studies related to community environmental markets (payments for ecosystem services) around the world to identify new strategies and opportunities.
• Analyzed previous community projects to assess performance and recommend strategies for future success.
(Non-Profit; Research industry)
June 2008 — December 2008 (7 months)
• Managed a team of 12 graduate students in the review of the science and the solutions offered by an existing Congressional bill (S2728: The 21st Century Water Commission Act).
• The review was used to design an implementation program and as reference to policymakers in Washington, D.C.
• Edited final report of the implementation plan for policymakers.

September 2006 — May 2008 (1 year 9 months)
Coordinated campus and state climate efforts. My work included leading sustainability projects on campus and pushing for climate policies in New Jersey and New York. In New Jersey, I was partly responsible for an effort that built public support for the Global Warming Response Act, which mandates 80% reductions in greenhouse gas emissions by 2050. Similarly, I co-led an effort at Cornell University to convince the administration to sign on to the Presidents Climate Commitment, effectively committing the campus to achieving climate neutrality.

July 2007 — May 2008 (11 months)
Directed the Renewable Energy Committee of Romana Sostenible. My work includes coalition-building and raising awareness of the impressive business opportunity that renewable energies offer in the Dominican Republic after landmark legislation was approved in 2007.

May 2006 — August 2006 (4 months)
My research explored the role of biological soil crusts in a barren ecosystem in central New York. My study concluded that biological soil crusts enhance soil properties and, over time, create adequate conditions for ecological succession.

June 2005 — August 2005 (3 months)
Organized cleanups in Hudson County and created educational materials for events designed to raise awareness about water conservation.
(Government Agency; 51-200 employees; Civil Engineering industry)
June 2003 — August 2003 (3 months)
Conducted scientific research in the New Jersey Meadowlandsin summers of 2003 and 2004. My research explored the temporal changes in benthic species populations and heavy metal concentrations in the Hackensack River over a 15-year period. A decline in the diversity of benthic species was observed, while no statistically significant changes were found in heavy metal concentrations.
