Developed the case for a new Learning Resource Centre, and launched initiatives to build an Institutional Repository of Research and to grow RGU into an Information Literate University.

SCRAN is a not-for-profit company established by Scotland's cultural institutions to create and deliver networked learning content and manage the resulting digital Intellectual Property Rights. Digitised assets contributed to SCRAN are governed by a licence agreement protecting the contributors' commercialisation rights while ensuring unrestricted access, free at the point of use, for members of participating educational institutions.
Completed the initial 5 year, �15 million Millennium Commission funded project, on time and under budget, and in collaboration with the National Library of Scotland, negotiated a further �4 million in NOF grant aid to develop the resource base further.
My final year with SCRAN was devoted to achieving sustainability by building revenue streams independent of future grant-aid. By the end of that year, SCRAN had achieved 100% penetration of the school, college, university and public library markets in Scotland, and had begun marketing abroad.

Project management, strategic planning, staff development and budgetary control of a national networking service for libraries. Brought the initial development project in, on target and under budget. Went on to pursue policy of expanding the user base so that 36 institutions were eventually brought on-line to a database of over 5 million records. Established a local training facility and built up a team of 14 staff from scratch, with an annual budget of over two million dollars. Also led three major procurements of computing and communications hardware and software products, performed Cost Benefit Analysis study to the satisfaction of the Government Computer Systems Audit Division, and pursued successful negotiations with international organisations, senior user management and government officials at all levels up to Permanent Secretary.
