Previously, I completed 18 years of service at the state Maryland Department of the Environment as a manager successfully leading major new initiatives to regulate and restore water resources.

I have also established an accomplished independent consultancy for donor programs and by membership on several industry Commissions and Committees, presenter at industry and continuing education seminars and expert witness and media interviews. I co-authored books and published numerous magazine articles and technical features.
