    I was a strategic advisor to the Assistant Secretary General and Director of the Regional Bureau for Africa (RBA) at the United Nations Development Programme. In addition to oversight and performance management functions for RBA's 44 country offices with over $1.1 billion in annual portfolio, I served on major strategic initiatives in UNDP including Enterprise Risk Management (ERM), the Results-Based Management (RBM) and the UNDP Strategic Plan 2008-2011.

    From June 2004-February 2006 I was the Project Manager for the UNDP ARMADA Project for Development in Sub-Saharan Africa, boosting country office capacity in resource mobilization and project delivery by setting up parallel business centers through a process reengineering process. We hired more than one hundred top-notch MBAs, Finance specialists, Economists and Lawyers to position these business centers in a way to increase project delivery from the 2004 level of $380 million to over $922 imillion in 2006.

    Collaborated with Prof. Joseph Sussman on the engagement of stakeholders and decision-makers in the representation and modeling of complex large-scale integrated open systems using system dynamics. Developed a methodology that allows complex institutional issues to be taken into consideration in large-scale systems design. Case studies include the design of a regional transportation management systems architecture for more than 20 Federal, state and local agencies in the Mexico City Metropolitan Area as well as the Offshore wind energy proposal for Nantucket Sound in Cape Cod, Massachusetts. Research has resulted in publications in the MIT Engineering Systems Conference 2004 and the International Conference for Public Participation and Information Technology 2003.

Contributed to the design of Mexico City’s new air quality program and contributed to several book chapters on the transportation-related air quality strategies for Mexico City.
