Hogan spent over 20 years at the National Science Foundation (NSF) serving in a number of capacities, including as founding program director for ADVANCE (a program designed to increase participation and advancement of women in academic science), as senior program manager of U.S.-China Cooperative Research and as a senior policy analyst in the White House Office of Science and Technology, among other positions. Before her tenure at NSF, Hogan worked at the National Oceanic and Atmospheric Administration (NOAA) for several years, serving as acting director of International Affairs, National Ocean Service, as well as international affairs officer for both NOAA’s Environmental Satellite, Data and Information Service and Office of Research and Development.
Hogan has been a fellow at the Kennedy School of Government’s Women and Public Policy Program and served as an advisory board member for the American Council on Education’s Office of Women in Higher Education.
