PMO - PM Expert at Al Madinah Municipality / KSA

From the owner perspective : Is the EVM Tech. can be used to show the efficiency of the contractor... taking into account that the contractor has exceeded the contractual duration.

Hi Hassan, EVM is really designed to be a proactive management tool and method applied early on in a project to measure effectiveness, how much value is 'earned' bsed upon the work performed and dollars spent, and helps you forecast 20% of the way through the project where you will finish (cost and schedule). Much depends upon the contract type, how you are progressing work, and it all requires definition of a detailed project schedule from the start of the work. It depends upon the duration and type of work as well, as to if EVM is a useful technique versus a management burden (it takes a good deal extra work and reporting, which may or mmay not be in your contractor's SOW with you).

You may want to first step back and determine what the problem is with their performance (is it a scope issue, a resources issue, or a time issue) and then work to address it together. A short project audit could prove valuable to you and point you in the correct direction to correct performance. Reach out if we can provide details to you on this type of approach.
