The dilemma what comes first the intuition or the evidence. As many may agree having the right evidence definitely makes the intuition part a lot easier.
Taking the evidence story a further most managers are most capable problem solvers. The real test is how capable managers are at identifying the problem. I realize this sounds crazy but from experience we are more capable at defining the symptom as opposed to the problem.
Complexity then dictates that in some circumstance the symptom may be the problem and in different circumstance the opposite is the case.
