Some recruiters do not read your cover letter at all. So, you do need to modify your resume for every application. Make sure your resume relates to the advertised job and is not a "one size fits all". Yes, you must have a cover letter that relates to the stated requirements but if your resume does not make a connection between you and the job, your cover letter will not likely get a review. -

Determine, by your research, what that problem is and in all documents and interview answers, use specific examples that show you solving problems that are similar . -

With all the various software programs in use you can't assume everyone will be able to read yours. There are free pdf dowloads available. -
