In addition to what Helena commented, the LI logic appears to give priority to those in your network (at 2nd or 3rd level).

How does the 'People You May Know' feature work?

People You May Know attempts to identify existing members on LinkedIn that you might know to help you grow your network. The feature works by looking for common attributes between individuals (e.g. same company, industry or school) and makes a prediction on likelihood that you might know that person. Note these are only suggestions and your feedback will help improve the quality of results you see. Members have the option to send an Invitation or by hovering your curser over the 'X' you can click on reasons why this may not be a good fit.
