How many web developers are there in the world?

I'm looking for an estimated number of web developers, where a web developer is somebody who can program in a web language, such as PHP, Ruby, Java, Perl, Cold Fusion, Javascript, etc.

In February of 2007 the Netcraft Web Server Survey found 108,810,358 distinct websites; clearly this number is on the low side.

Some websites have multiple developers, some developers manage multiple websites. Some simple hand waving suggests a 1:10 ratio seems reasonable for gross estimation.

So, we could roughly conclude 10.8 million people have made a website at one time or another. Looking at the US population of 303 million people, this seems about right, as 1 person in 30 seems to know how to sling some kind of HTML.

Now... how many -good- website developers are there, that's the real question.
