Best/cheapest/simplest way to script credit card payments and downloadable product delivery?
No programming. This should be a copy/paste java/HTML script solution that can be added to a blog site, take credit card payments and automatically deliver a the downloaded product or securely and simply link to the product.

I have heard good things about E-Junkie:
http://www.e-junkie.com/
It provides all the backend for shopping cart, payments, hosting for downloads, and has some nice marketing/promotional features.

I recommend the Amazon Digital Publishers Platform. You get digital downloads, credit card payments, and you get the marketing bang of being part of the Amazon Platform.

I can also recommend e-junkie. I have implemented it in a site myself, and it is very well done, has a very complete service. It automatically sends download links to the customer, and gives you options to re-send links, expire links, give out free products, make bundles, etc.

Drupal might be a different solution to consider. The database and modules are free; you can set up file downloads and manage all the shopping cart functions just like any other site, and you've got all the other resources (forum, blog, gallery, etc) to help build your content and attract potential customers.

I too have heard about E-Junkie. I believe that 1shoppingcarts.com also has some already built applications that meet your needs.

Whatever you choose - be very careful. "easy" means flawed all to often. Take the time to review each product or solution you are considering. Make sure it really does have all the features you want, or at least enough of them - not just from the marketing hype at the provider's web site - see real world use of them in action, contact users...
And be sure that it takes the credit card information and transmits it securely using SSL encryption - that is just about the most VITAL aspect of all. (whatever form you provide for collecting the credit card information should be within a web link that starts with https:// not just http:// )
Best wishes
