You're going to have to clarify that question. By "technical specifications" do you mean skills? How do you define maintenance? What kind of website? Etc.

Thanks for clarifying, but I think we might be hitting a language barrier here. FTP will allow you to create, modify, or delete files on a server. I don't exactly know what you mean by your "details". Are you referring to information on your site? That can be done through FTP. If you're talking about your whois information, that is don through your registrar.
Indeed, FTP will give you access to the files stored on the server relating to your website. Most of the files on the server will be easily editable using your favourite plain text editor. You may require basic coding skills to edit the files in this way, once edited they can be copied back to the server replacing the originals (might be worth taking a backup of any of the files you decide to change just in case) If adjusting the files in this way seems alien to you I would suggest purchasing some web development software that makes life a little easier for you. The link provided might be useful :)

The easiest way to do this is by using a CMS, a graphical users interface which makes it possible to manage your site. It's best not to touch the source code (if not an experienced webdesigner) because you don't want to screw up your website :)

FTP will allow you to maintain your content and should address the short list you've mentioned. However, if you've more in-depth needs, such as creating virtual directories, user accounts, associated databases, etc., you'd need to work with your hosting solution's support staff. Alternatively, to accomplish those tasks, It's possible that your hosting provider can give you remote access to your server if you're technically skilled to handle the tasks with the underlying OS utilities, but it's often more common to be presented with a customized user interface. It's a better approach for most users unless you've got very demanding technical requirements.
Hope this helps,
