how is it going to help telcos involed in India to retain 2G licence or why would somebody bid for them now when lte is the new thing and 2G is already obselete

ARPUs from voice is already lowest and drying up in India and every one wants to have alternate revnues from mobile data, I understand rural penetration in India but is that only saving grace why somebody would still bid for 2G if auctions are held

2G technology is available. It works - it has been
tried and tested. It is well oiled and fully greased.
2G helps to capture the Market. Once you have customers you
can then position 3G/4G technology. Going straight for
LTE/4G you will need to have a sound, viable and sustainable
business model. 2G will allow a "new entrant" to build their
brand.

I think it has to do with voice. Voice on GSM is more efficient than VoIP on LTE. Voice is still the dominant use for mobile devices. India is poor, especially rural areas where people most probably cannot afford data services making LTE deployments unprofitable. However, voice costs are affordable with pre-paid plans, plus it is a model that is known to work. Again this is for the urban and rural poor. More than likely, you will see deployments of LTE in urban areas with voice calls continuing to be handled by the 2G network.
