NABUUR, an online volunteering platform, is currently under attack of a spammer who spoofed his IP address (using 127.0.0.1). Anyone who knows how to block the guy?

Check the header and follow the IP's back to the senders ISP and notify them.

Try posting ASAP to the "Network" branch of the TechSoup community forum. Since NABUUR is a long-time user of the UN's online volunteering service, you might even try emailing the OV service and see if there is someone in UNV's IT department who might be able to help you.
I was *just* reading about something similar that's happened to the group Perverted Justice. Very sad!

Just because the user spoofed his ip adderss. You should still be able to trace the traffic using access logs and sniffers. This way you can get his real ip and mac address.
