Google offers a free blog service called blogspot. It's simple to use and free, you just need a google account (gmail). There are other services that host blogs for a price, but if you're just starting out it, try if for free to see how you like it.

You first need a platform.
You basically have two choices: self hosted platforms or third party hosted platforms.

I usually recommend the first one if you want to have the full management of all your data and the full control over your blog, template, settings...
The second choice is better if you don't have any technical skill about hosting and server management but, since you rely on a third party side, you can't have full control of your data (it means no database or shell or ftp access).

If you choose for the first side I recommend:
* wordpress.com (free, some nice extra features with a small price)
* blogger.com (free, missing some features included in wordpress.com)

On the other side, if you want to install a blog on your custom server I suggest
* wordpress
* movabletype

Yes give blogger a try. Even my ten year old daughter uses it. And once you feel really creative you can get inside your blogger template and make all kinds of modifications. One draw back if you are hosting on blogspot, are you a teacher? There is a ton of not so appropriate content that you probably wouldn't want your blog associated with. Otherwise, Wordpress is a great blogging app and there are a ton of templates out there for Wordpress. Wordpress is also highly customizable.

For a blog I would also suggest using Wordpress on a self hosted environment , that gives you maximum flexibility. Wordpress also has some nice extensions and templates to choose from.

That is a big question! But, as they have said above you need to host your software somewhere. I highly recommend WordPress.org, and for hosting, I always have my clients go to DreamHost <http://www.dreamhost.com/r.cgi?283631>--it is cheap, green-friendly, and gives you an easy, one-click installation/upgrade process. In other words, they take care of all the hardest parts for you!
