Where do you think open source Service Oriented Architecture fits best ? Any examples of success ?

Working on a large Government Contract and the space is riddled with open sources at all levels. We are only in the first phase but tools like Mule, Iona, Services Mix and others have placed a unruly hold of key verticals and with a "Zero Dollar" starting point -- it's stumbling block we can ill afford in a tight economy and massive federated system such as this.

I would have looked at OpenESB, it's really promising. With other related open source projects this make a pretty complete SOA/BPM suite, without a price tag, and complete freedom for adapting the software for your use.
