The one that I have heard to be most recommended and reliable is aweber.com. It runs about $20 a month. It requires users to double opt-in and has high standards against spam abuse. It's also quite easy to use and has good support.

I 2nd aWeber - they are the industry-leader - for the rights reasons.
I'll chime in as a third on that. I investigated several vendors and went with AWeber myself. You may appreciate the intuitive interface and the extra training they offer via their blog, emails and webinars.
