What email marketing software/service allows multiple users under one account?

For instance http://hootsuite.com/ allows multiple "team members" to sign into the service with different permissions. I am looking for the same type of functionality for our email campaign software. This will be used in K-12 educational district and I want each building to have access to the service but with each having their own login.

This question is quite vague. If I am reading it correctly, you are asking for a software that will allow sends from multiple email accounts. Act-On software allows multiple email sender addresses in one account. I hope this answers your question.
I honestly can't think of any email software that will allow for multiple users. For example, my company's software (DP Mailer) will only allow for a serial to be registered to one machine at a time. However, you would need several serials (at an additional cost) to run multiple machines. I believe that you will find this is how most email software works as well.

I have used Mad Mimi and you can add many people under the same account with different permissions. It will not cost you more because you have more people.
You can do all kinds of things - most email guys have it - like adding a drip or auto responder campaign. You can publish from RSS.
The best part is what you are looking for. You can have different segmentations of your lists and then allocate different users to it with permissions.
You can then add web forms, created at Mad Mimi, to get people to subscribe from your various websites or blogs and the correct lists will be updated.

I don't believe there's a quick resolution to what you're thinking. Especially if you're dealing with K-12 district.. where teachers and parents could talk about sensitive things like grades.
You would have to get an IT company in to set up a local email server that would be able to host something like that. You want something secure and dedicated to email to ensure deliverability.
