1) Do you own the list or does it need to be bought/sourced/created?
2) Are you managing the list and the reports or is a vendor (ie tracking click throughs, 3 of times opened, response, etc)

All of the above has to considered - especially how large is the distribution and what content/creative is being used. Recommend looking at various emails newsletters you receive yourself - call their advertising depts. and get pricing. Your online magazines: ESPN, Instyle Mag., Essence, etc.

While you will have to determine the what it takes for your organization to put together an email and the supporting landing page, the technology for this solution is available in various formats and cost structures.
If you can easily put together your landing pages that your email will drive traffic to, then an email service provider might be the technology provider. Depending upon either a) your list size or b) the number of sends that you are planning to do, you can get the cost per email anywhere from $.25 (high) to under a penny a send ($.0085 for 100K+ emails, for example).
If you do not have an easy way to publish a landing page for your emails and need a solution that will also help you nurture your leads, and capture new ones, etc., you could take a look at Genoo (my company).

You might want to try emarketer.com. I do not have a subscription to their service but they have recent reports for July of 2008 for costs by category. I was able to find the average cost in 2006 which was $277 per thousand. However, I don't know if that reflects base price which no one should ever rely on. Anyone using a b2b list is looking for specific selections which can add up to significant charges above the base.
If you are looking for a specific vertical market, this can also add to the cost depending upon the universe size and the difficulty in reaching that target audience.

From what I've read the average B2B email list CPM these days is approximately $300, depending on the quality of the list. Regarding creative and platform, those two items can vary so greatly I couldn’t begin to give an average. There are a variety of ASP and hosted email platforms—which come with a variety of pricing models.
Depends on a variety of things, not the least of which is the size and cost of the initial list. What are you thinking or looking to try to do?
