Try OemPro by Octeth. I have used them for the past 3+ years and am very pleased. Rather than a pay per email setup, you pay a one time fee for the software which includes installtion on your server. Send me a note and I can connect you with Cem Hurturk (Founder of Octeth) directly. Not exactly sure on the list number capabilities, but the multi-user option is a feature.

I recommend Constant Contact to my clients. I have several who in the same size you are talking about and are very happy with them.
You can design your own newsletter or use one of their 160 or so pre-designed templates. They will track your delivery rate and click through rate, manage your bounces and more.
They have a great API we use to integrate sign-ups, opt-outs, manage multiple newsletter subscriptions etc from right inside our clients site.
If you are looking for more information many of the Constant Contact people are members of linked in.

Hello Carol,
Jared Reitzen is the CEO of mobileStorm, the creators of mobileStorm 4.0, the most comprehensive digital marketing solution in the market today. Their offerings are extremely affordable and used by large firms like Hardees, Quantas and AlItalia Airlines, MGM Grand and Palms Casinos and American Idol (through FreeMantle).
They provide the ability to send campaigns via e-mail, SMS, video, voice and fax broadcast and RSS feeds from a single dashboard.
We represent mobileStorm in the channels as an affordable offering for small businesses but they have versions of mobileStorm for every budget or size of campaign.
www.mobilestorm.com Jared's e-mail address is jared@mobilestorm.com. You can also contact Ric Hattabaugh @ ric@mobilestorm.com Ric heads up their sales.
I have also used Constant Contact for a couple of years now. It works well but has limited potential for retention marketing. My company is in the process of migrating our email marketing to Exact Target. They have the ability to create action-initiated emails, i.e. abandoned shopping carts, upsell auto-responders as well as basic newsletters. They are reasonably priced and offer a wide variety of features.
