Consistency and uniform in metric analytics is the KEY to the reporting process. Analytic and reporting approaches may or may not be uniform between a Publisher and the official Audit. Thus, the difference between the two.

He's right!
An audit is an analysis of not just the quantity but also the quality of the individual reached. Predefined criteria are used to be certain that the recipient is indeed qualified to receive the (ads housed within the) information being presented. Without the qualification you might as well use a billboard. Billboards work for some... but if your objective is to reach prospective buyers of prosthetic devices (for example), you'd be far more effective in using something that goes to prosthetic users than just throwing mud against the wall and seeing how much sticks.
