Is a good idea to build a GPL Centrex for IMS?

In the IMS world there are few open source implementations, in fact OpenIMSCore (FOKUS) is the most representative, however, at the application layer there is not developments. Would be a good idea build a GPL centrex supported by open source infrastructure (OpenIMSCore, Sailfin)? I am looking for technical and business arguments.

The answer would depend on the size/capacity of Centrex you have in mind.

If your target is small solution then going open source gives you the much needed jump start.
If you are targeting anything like mid size or big then going open source brings problems.
Bigger the customer farther they will stay from buying open source based products (GPL is very restrictive).
