Depending on size of outsourcing deal and client involved, you will have to directly contact the Vendors. Decision depends on which Country you want to outsource to, what is the nature of operations (IT, Call Center or BPO) and the Providers capability and willingness to partner with you.
Colin - There are many factors to consider before deciding where and what to outsource. I recommend you keeping all customer service and business development on shore. However, if you decide to outsource either of the two, I would recommend the philippines. For application development, I would recommend india. Both are cost effective but tend to agitate the point of contacts.
Rob O'Malley editor@call-centres.com has an article about call centers titled, "The Future of Offshore Call Centres – From 2008 to 2013" where also identified cities that are likely to expand and those that are likely to contract from 2008-2013.

I would say (with reference to India) that tier 2 cities are fast becoming attractive destinations. With the likes of Mumbai, Delhi, Kolkatta, Bangalore and Chennai becoming saturated with IT/ITES companies and the with rising salary levels scalability is an issue since cost would definitely be a constraint. I would propose, that Pune (close to Mumbai), Hyderabad, and Gurgaon are very effective procurement sites.

BPO activities can be divided into two based on the procuring criteria
1-first one is the MINOR OUTSOURING ACTIVITIES ( Llike copy paste activities). here you can trust some sites.
2-the second one is the MAJOR ACTIVITIES ( where the risk involved cannot be predicted. for example one CPA firm is outsourcing the entire accounting or other works to an outsourcer. in that case there is always some rik.). so the best way to procure such an outsourcer is personal interaction.
so depending on site may not give you much satisfaction

However, the best way is to interact with vendors/clients directly on business networking sites like Linkedin amongst others. It provides valuable references/ feedback and a transparent view of the prospective partner.
Therefore, if you are looking for large number of call centers for sales/telemarketing/lead generation projects, then procurement sites like the 2 above and many more can help bring together the vendors and clients. However, for niche jobs in BPO/IT?Call Centers, I feel business networking sites play a bigger role in creating one-2-one relationships.
