What benefits can be obtained by outsourcing recruitment to Latin America (or specifically Buenos Aires)?
Aside from the obvious benefit of cost ($1 = $3 in Argentina), there's a lot of talk about Argentina being a great target for Outsourcing Vendors trying to find fluent english speakers with years of experience in HR and outsourced staffing. I am sure there are other benefits I am missing, and I want your help completing a full list of advantages of outsourcing HR tasks to Latin America.

Besides this, Argentina have great professionals in IT area, experience upto knowledge, puting focus in every project we develop like anyone.
Actually the first point is the money: everyone knows about our poor type of exchange that compares with the dollar. Also our developers, Project Managers and Analyst know very well english as a second language. It is highly important at the time you want to talk about business and projects in Argentina.
I recommend for everyone who wants to develop projects in Argentina because it is the right place and we know how keep your business running with the new technology.

US/Canada/Europe outsourcing recruitment to Latin America countries such as Argentina and Brazil brings the following advantages:
1- Similar Time-Zone (specially US/Can) facilitating support readiness. India/China is on opposite timezone.

"IT people in Argentina is a bit smarter"....(or one bit smarter!)
Exchange rate may change, taxes may change, free trade zones may change, even law may change. But smart people will never dissapear in our country.

While I've worked for TATA, one of the indian giants in the outsourcing and offshoring industry, I learned that the right processes and methodologies can perfectly be virtual, and there's no need to have the overhead costs and to focus on the non core business areas of the company.
Once said that, I would suggest to ask "What benefits can be obtained by centralizing the recruitment in more expensive countries and what type of benefits can my company get by doing so"

Besides the obviously reason of cost, there are other reasons that make people from LATAM emerging markets good sources for outsourcing.
People from countries like Argentina in Latin America has to deal with English as a second language to be part of the global world. So you could found people that speaks (and writes) in English fluently.
Most of all, people from this side of the world has developed a broad view of business. This kind of vision is really necessary when addressing multi line business for several industries, and specially if you like to hire managers that perfectly interact well in all levels of an organization.
Moreover, many people from Argentina becomes expert in regional business, so when hiring you get a plus: a multicountry cultural knowledge.

Timezone is a big benefit. Of course there is also the fact that Argentina contains some of the best trained IT professionals in South America (if not the best). The growth and success in RPO is in large part due to the advances in technology, which are continuing.

Outside of technology, a trained bilingual contact center (Spainish and English) a large opportunity with the changing demographics in the US. In addition, time zone and existing infrastructure (for both IT and BPO) make this an attractive choice.

I think that money is one of the obvious reasons, and we cannot ignore the time zone, which is a huge advantage over asian countries like China. The language is also something important, once english could be considered the second language in countries like Argentina and Brazil.

Having worked in the outsourcing business in Buenos Aires, Argentina, there are many tangible benefits that include:
-Little or no timezone difference
-Dollar to Peso is (1 to 3) therefore increasing profits
-Established Companies who have been outsourcing for more than a decade
-Education as advanced in Buenos Aires as Europe, allowing for competent technical services
-Large English speaking professional population
-American Business Culture understood by many from visits to US, movies, interaction with Americans.
Apart from the already mentioned advantages (forex, timezone, english, communications, breed of professionals, lower operating costs), Buenos Aires is a great target for outsourcing ops because you will be hiring overqualified professionals for the task in hand, which will have a positive effect in its quality. Given that unemployment is an issue in Argentina, turnover should be at a minimum plus you would be able to groom identified professionals for higher positions.

In addition to all the answers you have received I would add the power of networking and cultural knowledge. The key to successful recruiting is networking with people that can connect you with quality candidates for a search. Outsourcing HR tasks to companies in São Paulo or Rio makes a lot of sense. Firms in these cities have the established networks of millions of professionals within Brazil and other countries within the region. By making use of these networks you can reduce your recruiting time and identify quality candidates for your clients. In discussions with friends I was informed that IBM has relocated a large part of its HR functions from Canada and the USA to Brazil. I think that this is a strong confirmation of the value of using Latin American resources to support recruiting and HR functions.

Added to the answers, have on mind that lot of companies here are having more and more experience in offshoring and this is adding new working proceses and metodology to the relations between the requester and the development companies, improving the quality of the development process and the final products
