Commercial real estate and facilities management in Brussel (Belgium).

I would be grateful for info about the above. We are a UK property investment and facilities management company and are buying a building in Brussel. I would like to know where I can find info / links about:
. Health and safety and other building compliance regulations - not for construction but for ongoing facilities management.
. recognized certifications, training, diploma - equivalent to NEBOSH, RICCS, NVQ Caretaking, etc...
