There seems to be a lot of confusion about REACH so far, which makes it difficult to assess the impact. As I read the directive, it is intended to apply to manufacturers of "substances" (meaning chemicals and similar products) or products that intentionally release substances (like cans of WD-40). However, I'm seeing customers of electronic products asking their suppliers for REACH compliance data, which doesn't make sense if I'm reading the standard correctly; it almost seems as if people are interpreting it in the same way as ROHS. Until the confusion about the scope of the standard is cleared up, it's going to be difficult to assess the impact.
