Having experienced a recession in the early 90's while working/performing in the staffing industry, I shall answer your question by stating, "yes and no". When the economy crunches and slows, if a candidate feels the vibe that their company is in danger of reduction in force, that may fuel a passive candidate to ferret out a new position in a more "stable" organization. That would be classified as the "run for your life" method. Flip side? Passive candidates may choose to stay in place where they are, regardless of vibe, rumor or active lay-offs, simply with the attitude of "I'm staying here until I am forced to go".

Assuming that an economic recession is happening makes sense the assumption that when the business conditions that justifies the loyalty of a worker toward his/her employer surely will suffer from a profound deterioration, then a fraction of the so-called passive candidates will initiate their processes of looking for a new job, in a context that in virtue of the economic recession could be riskier and uncertain.
Nevertheless, some of these passive candidates looking to remain in their own comfort zone will decline any attempt of becoming into an active job seekers, when they have grow up in corporate environments that being conservative, averse to risk and a are good shelter against the effects of economic recession, will decide remain faithful to their employers assuming as low risk as possible.

why does it have to be passive candidate - people change jobs for variety of reasons - and they do it not just because of the economy - most stay where they are during a slow economy if their industry is stable - otherwise people roam
I think it depends on the job, if they have a job they like and are fully employed then probably they will stay, but if the economy is in bad shape, their job stinks and they have free time to think, then probably they will start moving
