Sick building syndrome is more of a generalisation, there are not specific criteria you can measure against.

I know you are not in the USA, but here were have national governmental agencies, NIOSH/OSHA who inspect. Everyone thinks these Federal agencies are the bad guys, but the rules and agencies are there to "protect and serve". OSHA will always perform a free complimentary audit and then provide recommendations without triggering scrutiny (unless someone files a complaint). NIOSH was one of the first sources for confirming "sick building syndrome" with analysis of air content and lack of ventilation.
I do not know if SA has siniarly resoyrces.
