What you seek is similar to asking someone to invest in a new venture. You have to lay out a strong business case.

1) What is the need you seek to fulfill

2) How will you fulfill the need (what products, function, services are delivered)

3) What makes this position unique from the other capabilities of existing staff - and specifically yourself

4) How do generate a return for the company

5) How will you promote what you are doing so its effective

6) What are the competing priorities for the funds/oversight/focus within the company

7) What support will you need from the rest of the organization (allocation of resources, infrastructure, etc.)

8) What other staff would be required for success

9) How long will it take to achieve success

10) How far along are you in the planning for the new role

Identify the need for this position via their public information (Loss statements, etc) and use your work history to show that you've brought sustainable improvements to previous employers via these job responsibilities.

It depends if you are coming from outside, or if you are already working in the company.

If you aren't already working for the company how do you know they aren't already doing the work with a different position, or a combination of other existing positions? If you aren't 100% sure, don't pitch. If you are sure, start your pitch with whoever will be the manager for this position - many corporate managers love an excuse to grow their department's responsibilities and headcount.

If you are already in the company - just start doing the job and see if anyone stops you. If nobody stops you, and the work is bringing business in, gradually do more of the new job, and less of your old one, until somebody stops you. Then make the pitch based on what you achieved before they stopped you!

Remember - Nobody can give you responsibiltiy - you have to take it!
