One of the associations may have some baseline KPIs upon which their member firms can measure their own performance and create quality programs.

It's axiomatic that you can't improve what you can't measure. I'm amazed how many Corporates don't have metrics in, for example, contractor recruitment because their recruitment platform doesn't handle contractors, or metrics on compliance with various EU laws because their system is American and designed to measure compliance with US laws.
In both these examples, not having the correct metrics provides senior management with reporting and MI that is simply wrong, and carries significant risks of penalties for non-compliance.
Worse still are those HR departments that have poor metrics. It's worse because they are lulled into believing that their reporting is accurate, but again the old adage that poor data is worse than no data applies.
