Do you think Environment, Health and Safety (EHS) is just a 'must-be' function imposed by legislation or do you think it is a real value adding business function?

Both.

EHS legislation is often forcing the many to follow the few who have already chosen to approach EHS as a value adding function.

Legislation is there to ensure short-term gains are not available to those who chose to unreasonably put at risk their business, environment or employees in the long term.

Seen from the vantage point you are using, it is largely a must-be function, and for the short-term a likely additional cost.

However, it appears that unrestrained business as usual is not going to address the global problems of environmental decline, pollution and the like. I wish we could have just muddled along and addressed these 'externalities' without government mandate, but that's the way the world seems to be.
