Is there a service that provides rfp/rfi search capabilities that includes boolean search functions with unlimited key word capacity?

You may want to try the link provided for a general enterprise resource since there's not information in your question to formulate a specific answer for you.

But my assumption is that you want a system that stores rfp/rfi information so that redundant capabilities are not considered or at worst purchased.

Will you need a centralized library which holds files that are searchable (such as word, but not always pdf)?
