Is this a building/fire code violation for painting interior electrical panel boxes?

If you are painting only the exterior face plate, then, no, it would not be a code violation. If you mean painting the interior of the panel box, circuit breakers, etc., then that would not be permitted per the National Electrical Code currently enforced by the City of Phoenix.

See Section 110.12(C) of the National Electrical Code "Integrity of Electrical Equipment and Connections".

Internal parts of electrical equipment, including busbars, wiring terminals, insulators, and other surfaces, shall not be damaged or contaminated by foreign materials such as paint, plaster, cleaners, abrasives, or corrosive residues. There shall be no damaged parts that may adversely affect safe operation or mechanical strength of the equipment such as parts that are broken; bent; cut; or deteriorated by corrosion, chemical action, or overheating.
