Suzi,
Best to have an audit and put out an RFP. Alot will have to depend on usage, physical plant condition, code requirements cost of operation and if upgrades are needed the ROI.
It can be the mundane from how may rolls of toilet paper are used to how many porters and rounds are made in a day. Snow removal, carpet cleaning, air quality, cost of electricity, how many lightbulbs are there and how easy is it to change them. Is it a new or older building?
What type of use office functions both? What do the tenants expect.
You need a game plan and from that go to the RFP making sure bidders have the insurnance, bonds, cash flow staff and references to do it.
which also brings up the question of what is in-house and outsourced.
Areas should be aon a schedule daily, weekly, monthly, quarterly yearly.
Snow removal, pest control, landscaping capital repairs and wear and tear.
Take a look at the various links and white papers on fmlink see if there is a local IFMA or BOMA that offer resource information.
